Tuguegarao City - The RPMC-Project Monitoring Team together with the Monitoring and Evaluation Staff (MES) of NEDA Central   Office conducted a joint Field Monitoring Visit (FMV) to major programs and projects implemented in the Provinces of Quirino and   Nueva Vizcaya on September 17-19, 2014. The recently conducted FMV during the third quarter of 2014 is a regular activity of the RPMC-PMT based on the approved CY 2014 Monitoring Plan.

The major programs and projects visited are as follows: a) Provincial Programs and Projects implemented by the Province of Quirino; b) Solano Rural Health Unit under the Health Sector Reform Agenda; c) Mila and Palabotan Agrarian Reform Community (ARC) under the Agrarian Reform Infrastructure Support Project, Phase III (ARISP III); and d) Colocol Integrated Communal Irrigation System I, both in the province of Nueva Vizcaya.

The joint monitoring activity likewise visited and validated three (3) major programs/projects in the Province of Quirino which are the Water Sports and Tourism Complex located within the Capitol Hills in Cabarrogis, Quirino; Quirino Agricultural Credit for the Quirino Integrated Agricultural Development Project (QIADP) which is a grant from KOICA and the Quirino Provincial Medical Center. A staff from the PPDO briefed the team on the status of implementation of these major priority programs and projects implemented by the Provincial Government of Quirino.

The other project visited/validated is the ODA project in the municipality of Solano, the Rural Health Unit with Lying-In Laboratory under the Health Sector Reform Agenda Support Project funded by the Government of Germany. After a short orientation by the Solano RHU management, the joint team inspected its facilities, rooms and laboratories. The team later made a courtesy call to the Local Chief Executive of Solano, Mayor Philip Dacayo and presented and discussed with him the team’s observations and recommendations for the improvement of the project.

After the validation of the sub-projects under the ARISP III, the team likewise had an exit meeting with Mr. Frimo Lara, the Provincial Agrarian Reform Officer (PARO) of Nueva Vizcaya and presented/discussed with him the observations and findings of the team on the numerous infrastructure projects visited and implemented in the province.

The last project visited by the team is the Colocol Integrated CIS Rehabilitation/Restoration and Extension Project under the National Irrigation System located in Bayombong & Solano, Nueva Vizcaya. It has a total project cost of P490 Million from the Local Fund – GAA. The project involves Diversion works (Construction of new Intake Structure) and Construction of headgate structure. It covers a total area of 3,315 hectares –890 hectares for rehabilitation, 1,558 hectares for restoration, and 867 hectares for extension. The existing Colocol CIS covers a total area of 2,875 hectares.

Actual inspection and assessment of the completed portion of the project was conducted by the monitoring team to validation the report submitted by the implementing agency to NEDA as part of the regular RPMES Report.

The 3-day project monitoring visit was indeed fruitful given that the project monitors from the Monitoring and Evaluation Staff of NEDA Central Office were satisfied on the implementation of the projects that were monitored during the aforesaid activity.
