RPMC conducts monitoring visits to RLA projects in Cagayan

TUGUEGARAO CITY, April 18 (PIA) – The Regional Project Monitoring Committee (RPMC) represented by its Project Monitoring Team conducted a two-day field monitoring visit (FMV) in 708 April, 2016  to everal projects of three regional implementing line agencies to validate projects’ physical progress and accomplishment reports.

The projects validated in Cagayan include those of the Department of Labor and Employment (DOLE), Department of the Interior and Local Government (DILG) and the Department of Environment and Natural Resources (DENR).

Mageline S. de Laza of the NEDA Region 02 and Secretariat to the RPMC, during the Pre-FMV meeting held in 6 April, 2016, said that the committee do actual site visits not only to validate the accomplishment reports submitted by the project implementers but to solicit issues and concerns to address the problem of delays and help address them the soonest.

“It’s different if the activity is led by an independent body,” Engr. Ronnie Flores of DILG said.

The monitoring team visited a flood control project in Claveria funded by the LGU, where the workforce consists of those identified and paid by the DOLE for emergency employment.  Likewise, the team visited and Negosyo sa Kariton (Nego-Kart) in Abulug, a project of the DOLE Integrated Livelihood and Emergency Employment Program which benefited 58 ambulant vendors.

The DILG support to Bottom-Up Budgeting Programs in Tuao and Claveria and  Sagana at LigtasnaTubigsaLahat (SALINTUBIG), also in Tuao, Claveria, Allcapan and Camalaniugan are among the projects the team monitored.

Arnel P. Acacio, barangay captain of Nagsabaran, Claveria, cited the benefits of DOLE’s 300 meters riprap installed in their river and wants additional similar project to protect erosion-prone barangays of Nagsabaran and Capannikian from floods.

Meanwhile, the DILG SALINTUBIG program in various municipalities in Cagayan aims to provide water systems for waterless municipalities, barangays, health centers and resettlement sites and to enhance the capacity of LGUs in the planning, implementation and operation of the water supply projects.

Based on the site visit, some of the project was delayed due to bad weather condition.  According to LGUs, one cause of the delay in the awarding and starting of construction of water system is the conduct of geo-electrical resistivity tests.  The team provided recommendations to facilitate the completion of the projects in order to serve the target beneficiaries within the set schedules.

The team also visited the P34 million Mechanized and Modernized DENR Forest Nursery in Lannig, Solana.

The nursery ensures production of high-quality planting materials which will help boost the implementation of the DENR's National Greening Program as  it can produce 12 million tree seedlings annually. With this facility, the region already produced a total of 800,000 seedlings to include mahogany, g-melina, pine tree, fire tree, among others. (ALM/SRA/PIA-2 Cagayan)
