RPMC monitors infra projects in N. Vizcaya, Quirino

TUGUEGARAO CITY, Cagayan, July 4 (PIA) - - The Project Monitoring Team of the Regional Project Monitoring Committee (RPMC) conducted a two-day field monitoring visit to validate the status of various projects implemented in Nueva Vizcaya and Quirino.

The projects validated in Quirino include the province’ flagship project, the P332 million Water Sports and Tourism Complex and P1.5 million Rural Health Unit cum birthing center in Cabarroguis town, and P1 million birthing center in Saguday town.

The Water Sports and Tourism Complex, which will offer different water sports such as wakeboarding, wake skating, waterskiing, among others when completed, is expected to double or triple tourist arrivals in the province yearly.

The project is funded through various sources to include the provincial government's economic development fund (EDF), Department of Public Works and Highways, Tourism Infrastructure and Enterprise Zone Authority and the Landbank of the Philippines.

The facilities are expected to be completed and opened to the public in November 2016.

The birthing center projects, both funded by the Department of Health, are expected to serve far-flung barangays, provide free childbirth services including pre and post natal care among pregnant women and to decongest the provincial hospital.

Saguday Mayor Mercy Pagbilao said the facility, which is not yet ready for occupancy, still needs substantial budget to continue its Phase II to make it functional.

The monitoring team visited the P67.1 million construction/improvement of access road leading to Lower Magat Eco-Tourism Park in Diadi town, a Department of Tourism-DPWH convergence project.

DPWH Project Engr. Melecio Umoquit said the access road project is expected to provide quality outdoor recreations opportunities and tourism facilities in the Lower Magat Eco-Tourism Park.

Umoquit said the project is substantially completed with only few remaining works to be done such as enhance road safety and drainage structures.

The team also visited the P88.56 million Kinacao-Kurasay-Kinalabasa road project in Bagabag town funded by the Department of the Interior and Local Government (DILG) through its Konkreto at Ayos na Lansangan at Daan Tungo sa Pangkalahatang Kaunlaran or KALSADA project.

The project is expected to facilitate better transport of products to market centers and to shorten the travel time to and from the central business area.

The P4 million DILG-funded market construction in Diadi was also among the projects monitored by the team.

The project is expected to benefit around 20,000 residents and enhance the economic activities of the town. It also aims to provide accessibility and convenience among local businessmen and market goers.

The team also visited the San Luis bridge project, along Daang  Maharlika in Cordon, Isabela, which serves as the major gateway of motorists going to and from the Cagayan Valley Region.

The bridge is also expected to facilitate the flow of people, goods and services along Daang Maharlika and enhance the economic activities in the countryside.

Based on the site visit, some projects were delayed due to bad weather condition, unforeseen site conditions, road right of way issues and tree cutting permits blocking road projects.

Jessielyn Baltazar of the National Economic and Development Authority (NEDA) said the RPMC through its monitoring team do actual site visit not only to validate the reports submitted by project implementers but to solicit issues and concerns to address the problem of delays and address them the soonest.

The RPMC is composed of NEDA, as Chair, DILG, Department of Budget and Management, Philippine Information Agency, five provincial local government units and two private sector representatives (PSR).

The monitoring committee covers foreign assisted and locally funded programs/projects, including Regional Development Council (RDC) identified critical projects. (ALM/PIA-2 Cagayan)
