RPMC conducts M&E Orientation to strengthen Provincial and City PMCs in the region

The Regional Project Monitoring Committee (RPMC) 2 through its Secretariat conducted an Orientation on Project Monitoring and Evaluation to local Project Monitoring Committees (PMCs) last December 14-15, 2016 at the Pamegafanan Conference Hall of NEDA Regional Office 2.  Around 30 participants from the Local Project Monitoring Committees of the Cities of Tuguegarao, Ilagan and Cauayan; and the Provinces of Nueva Vizcaya, Quirino, Isabela, Batanes and Cagayan and Private Sector Representatives attended the orientation-workshop.

The orientation-workshop was aimed to enhance the capability of Provincial and City PMCs as well as the newly-elected Private Sector Representatives (PSRs) of the RPMC as participants, in Project Monitoring and Evaluation.  The 2-day activity also enabled the participants to know, understand and appreciate the concept, bases and procedures of RPMES and other M & E tools and techniques.   Likewise, it made them understand their respective roles and concerns as members of the RPMC/PPMC/CPMC and determine actions and generate commitment to fully operationalize the RPMES at the local level.

Engr. Ronilo H. Bulseco, the OIC Assistant Regional Director of NEDA Region 2 emphasized in his welcome remarks, the importance of monitoring and evaluation in the implementation process of the government programs and projects. He urged the PMCs to be more vigilant in conducting M & E to assist in the facilitation and ensure proper implementation of programs and projects in the region.

NEDA RO2 PFPD Chief, Engr. Ferdinand P. Tumaliuan, Ms. Mageline S. De Laza and Ms. Francisca C. Tannagan, both from NEDA Project Monitoring and Evaluation Division and Ms. Imelda Rosales of DILG RO2 Project Management Office acted as Resource Persons during the activity.  The topics presented and discussed were: Overview of the M & E Environment, concepts and as part of the Planning Cycle; the RPMES objectives, System Framework, Scope and Coverage, Report Forms and Timelines and the Institutional Arrangements including the Role of Local Government Units in M & E .

During the open forum, participants raised issues and concerns along monitoring which were them clarified by the resource person.  Also, the participating PMCs requested the cascading of the RPMES at the local level to provide information especially to the local chief executives of the provinces and municipalities.

Proposed 2017 M & E Action Plan was prepared by the different group of Local PMCs during the workshop, using the “Open Space Technology”.  Workshop outputs were presented and enhanced by the participating PMCs and training facilitators and later be presented to their respective LCEs for approval and adoption.  The M&E Plans will provide the PMCs’ direction for the coming year.  It will also enable them to become more effective and efficient in project monitoring and evaluation.
