RPMC Monitors Agri, Health Projects

TUGUEGARAO CITY, Cagayan Oct. 11 (PIA) -- Members of the Regional Project Monitoring Committee (RPMC) here recently conducted a field monitoring visit to major programs and projects implemented in various parts of the region.

Mageline S. De Laza of the National Economic and Development Authority (NEDA) and Secretariat to the RPMC, said the monitoring visit, which is being conducted quarterly, aims to evaluate, provide venue for problem solving sessions, and formulate recommendations to fast track the implementation of nationally- and locally-funded development plans and programs, including foreign-assisted projects.

Among the projects monitored by the team include the Mallig River Irrigation System and the Zinundungan River Irrigation System of the National Irrigation Administration (NIA) funded by the World Bank under the Participatory Irrigation Development Project (PIDP); the Health Facilities Enhancement Program (HFEP) of the Department of Health (DOH) and the Small Water Impounding Project (SWIP) of the Department of Agriculture in Isabela and in this province.

Engr. Reyvelino B. Apongol, Officer-in-Charge of the National Irrigation System-Isabela Cluster, said the Mallig River Irrigation System in Mallig, Isabela can now irrigate at least 2,331 hectares of farmlands with service area situated within the town’s 12 barangays.

Apongol said the increase in the irrigated area was attributed to the repair, restoration and extension of the MARIS that was completed in early January 2017.

Meanwhile, the Zinundungan River Irrigation System in Lasam, Cagayan, another PIDP funded project of NIA, is expected to irrigate at least 1,155 hectares of additional farmlands on top of its existing service area of 1,693 hectares.

Engr. Benjamin N. Rivera, NIA-Cagayan Cluster Head, said the project is also expected to restore at least 352 hectares of farmlands once the rehabilitation project is completed. Rivera said they opted to re-open the bidding to all interested local contractors in the region to hasten the completion of the project.

The team also monitored the DA’s Manano II SWIP in Mallig, Isabela which is already 99 percent completed during the field visit. Engr. Henry Somera of DA said the SWIP now supplies irrigation water to some 80 hectares of farmlands and also serves as fishpond.

Moreover, the Out-Patient Department (OPD) of the Lasam Rural Health Unit in Lasam, Cagayan is expected to be completed at the end of October this year. According to Engr. Victorino D. Maningas of DOH, the P2.4 million health facility will cater to the needs of the town’s rural population and in nearby municipalities.

Maningas said once operationalized, the RHU is expected to decongest end-referral hospitals in the province.
