NRO2 holds training on geo-tagging for RPMC, Local PMCs

The National Economic and Development Authority Regional Office 02 (NRO2) held a two-day training on Applied Geotagging last November 28-29, 2017 at the Pamegafanan Hall, NEDA-RDC Bldg., Carig Sur, Tuguegarao City.

The participants and the Resource Persons from NEDA Region 3 were welcomed by Ms. Francisca C. Tannagan, Senior Economic Development Specialist and NEDA RO2 office caretaker at that time.  In her opening remarks, she said that the NRO2 through the Project Monitoring and Evaluation Division (PMED) conceptualized the training in preparation for the implementation of the Programs and Projects Information Exchange System (PPIES) wherein geotagging is an important feature of the System being developed. Also, geotagging will further strengthen monitoring and evaluation activities of the RPMC, the Project Monitoring Committees (PMCs) at the sub-regional level and the NRO2 Post-Disaster Needs Assessment (PDNA) Team.

Engr. Susana Santiago, Chief of the NRO3 PMED, explained that geotagging, also called geolocation, is an effective and low-cost technology that provides location data specifically latitude and longitude into an image file or digital resource. She also discussed the significance of geotagging in public sector productivity and its applications in government project implementation such as the rural development projects of the Department of Agriculture and the National Greening Program (NGP) of the DENR.

Ms. Evelyn S. Galang discussed the step-by-step procedures and the applications used in geotagging while Ms. Geraldine V. Sombero introduced the geotagging softwares. The participants were also guided by the resource persons during the hands-on geotagging exercise especially during the field mapping and data collection around the Cagayan Valley Regional Government Center (RGC).

Before the training ended, the participants who were grouped into three teams processed the collected data and presented their outputs for critiquing. The participants were then requested to submit their agency accomplishment reports with accompanying geotagged project photos in their succeeding reports for the Regional Project Monitoring and Evaluation System (RPMES) as part of their re-entry action plan. Likewise, the participants committed to apply the knowledge they acquired in the training by filling up a Commitment Form which shall be monitored later by the RPMC2.

Participants were thankful to the NRO2 and RPMC for conducting the training. “In behalf of the Cagayan Provincial Planning and Development Office (PPDO) and the rest of the Local PMCs present in this training, we thank the NEDA and RPMC for equipping us with necessary knowledge and skills in project management. I just hope that there will be more exercises or group activities in the same trainings in the future. Overall, I can say that this training is a huge success”, said Mr. Hilario G. Reyes, Project Evaluation Officer of PPDO-Cagayan, in his impression during the closing program.

Some 28 officers which include RPMC members and its secretariat, Local PMCs, and the NRO2 PDNA Team successfully completed the training.###
